Carroll Buracker, President |
Carroll Buracker is the President and CEO of Carroll Buracker &
Associates, Inc (CBI), a public safety consulting corporation licensed
in Virginia. He has served as the Project Manager on all CBI studies,
blueprints, master plans, and all police promotional/selection processes.
Mr. Buracker has 22 years of practical police experience,
having managed all functions and served in all divisions and ranks of
the Fairfax County Police Department - patrol officer, detective,
sergeant, lieutenant, captain, major, deputy chief, and chief. For
four years, he served as a Chief of Police for the Fairfax County Police
Department, the largest police agency in the State of Virginia; that
agency serves more than 900,000 residents.
The Fairfax County Board of Supervisors awarded Mr. Buracker the two
highest awards for county employees, including the A. Heath Onthank
Award for "superb leadership talents and extraordinary management skill."
As chief of police, he served as the chairman of the Metropolitan
Washington D.C. Police Chiefs Steering Committee of the Council of
Governments (COG); this committee consisted of 16 local, state, and
federal law enforcement agencies from the District of Columbia,
Virginia, and Maryland. He was assigned by COG to co-chair the
development of a Washington, D.C. Metropolitan Area Disaster Response
Plan, which has been implemented on several occasions.
During his work with CBI, Mr. Buracker has served as the project
manager for the development of more than 200 law enforcement, fire,
EMS, dispatch, Emergency Preparedness, and security plans/reports/manuals
for more than 120 municipalities, the U.S. Federal Government, Fortune 500
companies, hospitals, universities, and nonprofit foundations. Moreover, he
served as the project manager for accrediting eight federally funded police
departments.
A federal agency, the U.S. Department of Housing & Urban Development
(HUD), selected Mr. Buracker to develop a community policing training
video that focused on development and implementation of community
policing, model programs, and ways to promote partnerships among
stakeholders and police services providers. More than 800 copies of
this training video have been distributed nationwide. In addition, he
served as the project manager for the following: first nationwide study
of policing in public housing in the United States; threat/risk
assessments of more than 60 federal properties in 30 cities; police/
security programs to deter extremist groups in five municipalities for
HUD; and community policing training and evaluations throughout the
U.S.
Mr. Buracker has conducted feasibility studies for and managed the
implementation of police/security models in downtown districts in
major cities (including Seattle and Cleveland). Further, he has
developed and negotiated more than 30 contracts between government
agencies and private/quasi-governmental agencies for police/security
services.
The quality of work and experience of Carroll Buracker in assessing
government agencies has been recognized in major U.S. newspapers.
In addition, Carroll Buracker has received letters of recognition for
quality of work from more than 100 mayors, city council members, city
managers, township managers, county administrators/managers, police
chiefs, fire chiefs, security coordinators, and corporate officials.
A number of these letters indicate implementation of more than 90
percent of the recommendations in studies and master plans. (Copies of

Carroll Buracker has been certified in multiple state and federal
courts as an Expert Witness. He is a graduate of American
University in Washington, D.C. with both a Bachelor of Science Degree
and a Master of Science Degree.
