Carroll Buracker & Associates, Inc. has been selected by the Federal government and independent public housing authorities to conduct threat assessments, evaluate the delivery of police and security services, negotiate Contracts between public housing authorities and police departments for supplemental police services, and develop Master Plans for improving safety and security of public housing residents. A number of the studies involved multiple public housing authorities.

The Corporation conducted the first nationwide assessment of police and security services for public housing authorities. More than 90 percent of the recommendations were implemented by the Department of Housing & Urban Development. Part of the work included a Model Contract for public housing authorities to utilize in securing local government participation in police and security.

In addition to the nationwide study, other major contracts include the development of a police and security plan for Vidor, Texas; a Threat Assessment for six public housing authorities in East Texas; a comprehensive plan for Safety and Security for the Chicago Housing Authority. Carroll Buracker has participated in negotiating contracts for 23 public housing authorities, including those in San Francisco, Chicago, Cleveland, Pittsburgh, Boston, Baltimore, New Orleans, and Philadelphia.

He has served as the project manager for upgrading 11 public housing authority police departments: Los Angeles, Oakland, Chicago, Cleveland, Pittsburgh, Philadelphia, Buffalo, Boston, Waterbury, Virgin Islands, and Baltimore. Part of this project includes accreditation of these police departments by the Commission on Accreditation for Law Enforcement Agencies. Moreover, a physical and technical security plan was developed for each of the public housing authorities. These plans incorporated Crime Prevention Through Environmental Design (CPTED); resident involvement; closed circuit television, lighting, fencing, and access control.
