Carroll Buracker & Associates, Inc. has been selected to evaluate and benchmark organization, police management,
staffing requirements, patrol deployment, community policing, criminal investigations, records management,
emergency dispatch, human resources management and workload in small, medium and large law enforcement agencies in more
than 140 municipalities.
Several municipalities include Seattle, WA; Salt Lake City, UT; Milwaukee, WI; Chicago, IL; Cleveland, OH;
Virginia Beach, VA; Annapolis, MD; Fort Collins, CO; Princeton, NJ; Oxnard, CA; Coppel, TX; Canandaigua, NY;
Newport, VT; Allentown, PA; Fort Lauderdale, FL; and Hartford, CT. Each of these municipalities implemented
more than 90 percent of the recommendations. In Seattle, the City Council placed the recommendations by
Carroll Buracker & Associates, Inc. on their ballot as a Proposition. The voters in Seattle approved the
measure.

Blueprints, Master Plans and Management Studies of law enforcement agencies are conducted in eight phases. In
addition to collecting data and observing actual practices, interviews are conducted with local government
officials, members at every rank of the department and stakeholders: business and civic leaders, school
officials and residents. The Department's technology, practices and programs are 'benchmarked' with best
practices in contemporary law enforcement, to include national accreditation standards by the Commission on
Accreditation of Law Enforcement Agencies (CALEA). An implementation plan is developed with specific time
lines related to recommendations, responsibility, milestones, fiscal impacts and anticipated benefits.

The law enforcement staff of Carroll Buracker & Associates, Inc. includes former police officials, FBI
officials, urban planners/analysts, accreditation managers, HRM experts and government managers. The
Corporation has coordinated the accreditation through CALEA of nine police departments.
