Carroll Buracker & Associates, Inc. has been selected to evaluate and benchmark organization,
fire/EMS management, staffing, apparatus, fire/EMS stations, fire prevention, training, dispatch,
records management, policies and procedures, labor/management relations, human resources management,
mutual aid, accreditation and workload in small, medium and large municipalities for more than 100
fire departments. A number of the studies involved multiple fire/EMS departments or consolidation.
In assessments of volunteer fire and emergency medical services departments, volunteer recruitment and
retention is a key element of the evaluations.
Several municipalities where fire/EMS studies have been conducted: Hartford, CT; St. Paul, MN;
Los Angeles, CA; Chandler, AZ; Greenwich, CT; Stamford, CT; Allentown, PA; Rye Brook, NY;
North Bergen, NJ; Hampton, VA; Chesterfield County, VA; West New York, NJ; Union City, NJ;
Stafford County, VA; St. Mary's County, MD; and Washington County, MD. In Chicago, the City
selected the Corporation to evaluate its new fire, EMS, and police emergency dispatch system.

Blueprints, Master Plans and Management Studies of fire/EMS departments are conducted in eight
phases. In addition to collecting data, determining fire/EMS risks and observing actual practices,
interviews are conducted with local government officials, members at every rank of the department,
medical officials, regional fire/EMS officials and stakeholders: business and civic leaders, school
officials and residents. The
Department's technology, practices and programs are 'benchmarked' with best practices in fire/EMS
services delivery, including the emerging IAFF accreditation standards. The 'strengths' of the
current service providers are incorporated into the study. An implementation section is contained
in each plan with specific time lines related to recommendations, responsibilities, milestones, fiscal
impacts and anticipated benefits to any changes.
The fire/EMS staff of Carroll Buracker & Associates, Inc. include former fire chiefs and officials,
EMS chiefs, fire/EMS trainers, IAFC committee chairmen, HRM experts, urban planners and government managers.
